The shaded areas were controlled by Al Capone. The O'Banion and Buggsy Moran gangs were in the Uptown and Evanston areas, with the Touhy gang on the northwest side. Sourth of the Touhy Gang was another Irish gang, the Klondike O'Donnell Gang.

Capone controlled Cicero as well as the bootleg markets in almost all of Chicago, including the Loop.

Capone also controlled bootlegging in the Black Belt and in exchange, he allowed Policy to be contolled by Black gamblers and politicians.
