The creation of the "second ghetto," a term coined by Arnold Hirsch, was meant to wall off Daley's Bridgeport from the Black Belt.

The towers of the Robert Taylor Homes and eight lanes of the Dan Ryan Expressway concentrated the African American population and contributed to crimogenic conditions. The overcrowding, poverty, and segregation of Chicago's Black community contributed to escalating rates of homicide.
